<trans-abstract xml:lang="en"><p>This article examines the key characteristics of Morocco’s education system, with particular focus on higher technical and maritime education. Using the phenomenological approach as its theoretical lens, the study analyses the lived experience of learners and maritime practitioners as a central instrument for understanding pedagogical phenomena. The research encompasses historical foundations, the current state of the system, its pressing challenges, and prospects for development, including a review of leading maritime educational institutions – ISEM, ISPM, and ITPM – and their material and technical infrastructure. Drawing on field observations accumulated during professional practice in the maritime fishing sector and an institutional internship at the Division of the Fishing Fleet of the Moroccan Ministry of Maritime Fisheries, the article examines the gap between theoretical instruction and professional practice. Special attention is given to the potential of phenomenological pedagogy as a tool for bridging identified contradictions and improving maritime education.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>морское образование</kwd><kwd>Марокко</kwd><kwd>техническое образование</kwd><kwd>феноменологический подход</kwd><kwd>ПДНВ</kwd><kwd>ISEM</kwd><kwd>ISPM</kwd><kwd>ITPM</kwd><kwd>теория и практика</kwd><kwd>педагогика</kwd></kwd-group><kwd-group xml:lang="en"><kwd>maritime education</kwd><kwd>Morocco</kwd><kwd>technical education</kwd><kwd>phenomenological approach</kwd><kwd>STCW</kwd><kwd>ISEM</kwd><kwd>ISPM</kwd><kwd>ITPM</kwd><kwd>theory and practice</kwd><kwd>pedagogy</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Van Manen, M.
