Management of development of personnel potential of fishing fleet as factor of safety of human activities at sea

Abstract
Methodological and conceptual bases of management of processes of development of personnel potential of sea and fishing fleet are considered. It is shown that for the purposes of organizing work with personnel of shipping companies, the theory of human resources is of the greatest interest, since the main postulate of this theory is formulated with a focus on the development of the creative potential of the individual. The personnel development management system is based on the use of the following fundamental principles: consistency; optimality; orientations.
